PANNER, Chief Judge.

Defendant Rajneesh Foundation International (RFI) moved for judgment notwithstanding the verdict or for a new trial. At oral argument, I denied the JNOV motion. I also denied the new trial motion except as to the venue transfer issue, on which I reserved ruling. I now deny the motion for new trial as to the transfer issue, and supplement my earlier rulings regarding punitive damages...
