A judge of the United States District Court for the District of Massachusetts has certified to us, pursuant to S.J.C. Rule 1:03, as appearing in 382 Mass. 700 (1981), the following question of State law: "Does Chapter 93A of the Massachusetts General Laws apply to conduct alleged to violate Section 10 (b) of the Securities Exchange Act of 1934 and Rule 10b-5 promulgated thereunder?" We answer the question: "No."
