The district judge denied the defendant's application for bail pending appeal on the strength of the judge's opinion in United States v. Chiattello, 599 F.Supp. 970, 973 (N.D.Ind.1985), which held that under the Bail Reform Act of 1984 "a release of a defendant on appeal may be granted only if the chance for reversal [of his conviction] is substantial...." We must decide whether this is the correct...
