This is a workers compensation case. The plaintiff, David Welborn, injured his back while working in the course and scope of his employment for the defendant, Ashy Enterprises, Inc., on November 21, 1983. The employer paid benefits until August 20, 1984, when it received a doctor's report that allegedly cleared plaintiff to return to work. Plaintiff submitted the case to the Office of Workers Compensation but the Director's recommendation was rejected...
