In January 1983, petitioner's pistol permit was revoked based upon his conviction, after a guilty plea, of the crime of assault in the third degree. As a result of the assault conviction, which stemmed from an altercation between petitioner and his then-wife, petitioner was sentenced to a one-year conditional discharge. At the end of the one-year period, in January 1984, petitioner applied for a new pistol permit. That application was disapproved...
