Plaintiff-appellant, Thad Lowe, appeals from a district court order granting the three defendants — a state court judge, court clerk, and attorney general — absolute immunity and dismissing Lowe's civil rights action against them. The complaint contains two counts. Count I charges Judge Letsinger with violating Lowe's constitutional rights by failing for four years to decide Lowe's state post-conviction relief petition...
