Petitioner seeks review of a decision of the District of Columbia Department of Employment Services denying him unemployment benefits. He contends that because there is no proof that the agency mailed him notice of a hearing on his appeal from the denial of his claim, it erred in denying him benefits on the basis of his failure to appear at the hearing.
