Plaintiffs, the widow and parents of Ronald James Garcia, brought this action under 42 U.S.C. § 1983 against Salt Lake County, officials of Salt Lake County, and other individual defendants. They also asserted pendent state law claims which are not involved on this appeal.1 They claimed that the decedent's death was caused by the execution of official policies, practices or customs of defendant Salt Lake County...
