George Johnson appeals from a final order entered in the District Court1 for the Eastern District of Arkansas dismissing his petition for writ of habeas corpus. For reversal appellant argues that the district court erred in failing to shift to the state the burden of proof on the issue of prejudice. For the reasons discussed below, we affirm the order of the district court.
