RIORDAN, Justice.

Lyman Jennings (Jennings), a certified school administrator with the Board of Education of Alamogordo Public School District No. 1 (Local Board), was discharged from his employment for immoral conduct and gross inefficiency. The State Board of Education, after a hearing on Jennings' appeal, reversed the Local Board and ruled that Jennings had been wrongfully terminated.
