This is an appeal pursuant to 7 U.S.C. § 499g(c) from an order of the Secretary of Agriculture. The case involves a shipment of cherries from the appellant ("Auster") to the respondent ("Goldman") in June, 1982. The Secretary of Agriculture, by Judicial Officer Donald A.
