EVANS, Chief Justice.

This is an appeal from an order granting temporary injunctive relief to the City of Houston. We affirm.

The City of Houston brought this action against appellant, Jolar Cinema of Houston, Inc., to enjoin it from owning or operating an unlicensed sexually oriented commercial enterprise in the City of Houston.
