MEMORANDUM OPINION AND ORDER

JAMES HARVEY, District Judge.

This matter is before the Court on plaintiffs' motion for an award of attorney fees from defendant United States Department of Housing and Urban Development (HUD). Plaintiffs bring this motion pursuant to the Equal Access to Justice Act (EAJA) 28 U.S.C. § 2412 et seq., the Civil Rights Attorneys Fees Award Act of 1976 (CRAFAA) 42 U.S.C. § 1988, and applicable common law.
