The state sought validation of general obligation bonds to be issued by the Georgia State Financing and Investment Commission for construction and improvement of water and sewage treatment facilities, which are to be owned by the Georgia Development Authority and leased by it to local governments. On motion of an intervenor, validation was denied. The state and the commission appeal.
