This claim of negligent hiring was brought by Carolyn W. Cramer (Cramer) against the Housing Opportunities Commission of Montgomery County (the "HOC") for damages resulting from a sexual assault. Cramer alleged and proved that in early March, 1976 she was raped in the townhouse she rented from the HOC, and that her assailant was George P.
