Haught, a duly registered voter of Ritchie County, West Virginia, and Chairman of the Ritchie County Democratic Executive Committee. One of the respondents in this proceeding, George Douglas Donnahoe, was the sole Republican candidate for that party's nomination for Judge of the Circuit Court of the Third Judicial Circuit.
