Petitioner, doing business as the Nassau Nursing Home (Nassau), participates in the Medicaid program. The Department of Health completed its audit of petitioner's cost reports from 1970 through 1973 in May of 1977. As a result, certain expenses petitioner had claimed and for which she had been reimbursed were disallowed.
