This matter is before the Court on the petition of Wilmer Oliver Rowe, Jr. for a writ of habeas corpus. Rowe was convicted in the Circuit Court of the City of Virginia Beach of malicious wounding, simple assault, and conspiracy to commit malicious wounding, for which he was sentenced to serve 15 years, 12 months, and 10 years respectively.
