For reasons of economic necessity, petitioner, Glenn Breuhan, was denied a teaching contract by respondent Plymouth-Canton Community Schools Board of Education in September, 1981. Breuhan appealed the decision to the State Tenure Commission, seeking reinstatement and compensation for lost wages and benefits on the basis that he possessed statutory tenure.
