The Maryland Health Services Cost Review Commission (Commission), the petitioner and cross-respondent, was created for the purpose of "assuring the reasonableness of rates set by hospitals." In order to accomplish this purpose, the Commission is authorized to review and approve or disapprove the reasonableness of any rate established or proposed by hospitals.
