DRAUGHN, Justice.

The City of Houston appeals from the district court's grant of a writ of mandamus ordering it to promote Houston police captain, James Albright, to the position of deputy chief. In five points of error the City of Houston contends that the trial court erred as a matter of law in granting the writ, and that several of the trial court's findings were not sufficiently supported by the evidence...
