The state appeals from a Superior Court judgment dismissing an information against the defendant, Kevin P. Dionne, pursuant to Rule 48(b) of the Superior Court Rules of Criminal Procedure because of unnecessary delay in bringing him to trial. This is the second time that Dionne has been before us.
