This is a declaratory judgment action brought by the plaintiff-appellant, Fred Chalupa, to determine whether an insurance policy issued by the defendant-appellee, Hartford Fire Insurance Company (Hartford), provided water damage coverage for a dwelling on Chalupa's premises.
