On May 22, 1984, we entered an order in each of the above-entitled certiorari proceedings quashing a decision of the State Board of Elections (board of elections) that in turn sustained the rejection by the Providence Board of Canvassers (canvassers) of declarations of candidacy filed with the canvassers by Edward J.
