(Bellino) entered into a prime contract with the Borough of Naugatuck, Connecticut, to construct a public improvement identified as "Naugatuck-Middlebury Interceptors, Contract No. 1, Rubber Avenue Intercepting Sewer, Borough of Naugatuck, Connecticut"; work commenced in May, 1970.
