This is an appeal from the district court's grant of summary judgment in favor of defendant Victor Maldonado in a damages action brought under 42 U.S.C. § 1983. Plaintiffs are the parents of Ramon Rondon Carmona, who was killed in Bayamon Regional Jail in Puerto Rico.
