The plaintiffs in the six cases we review are five women who entered into voluntary agreements with the Department of Public Welfare (DPW) pursuant to which their children were placed in residential schools, and one woman whose children attended a residential school while in the DPW's temporary custody pending adjudication of a petition for care and protection. Each plaintiff brought an action in the Superior Court seeking judicial review of the decisions...
