Plaintiff commenced this action on October 26, 1984, alleging violations of 42 U.S.C. § 1983 for infringement of his First Amendment rights. Plaintiff seeks in part a declaratory judgment pursuant to 28 U.S.C. § 2201 that City of Euclid Ordinance 75-1982 unconstitutionally deprives him of freedom of speech, as well as an order enjoining defendant from enforcing said ordinance.
