This is an appeal from the dismissal with prejudice of anti-trust charges filed by the state against appellees, Dominic Stabile and Lucas Mesa.

Stabile and Mesa were initially charged with violations of section 542.05, Florida Statutes (1979) on September 30, 1980. On October 1, 1980, chapter 542 was substantially amended.
