In an order entered on February 2, 1984, I determined that defendant's actions in segregating inmates by race in cell assignments in the Admission and Orientation Unit at the Federal Correctional Institution in Oxford, Wisconsin violated the equal protection clause of the United States Constitution. In reaching that conclusion, I noted that defendant had shown no compelling state interest that might justify the racial segregation...
