Presently pending is the motion of defendant Cobb County for summary judgment. The facts are not disputed. Plaintiff, a citizen of Ohio, was walking along the northern side of Windy Hill Road in Cobb County, Georgia, on March 29, 1983. She stepped on a manhole cover, which tilted up.
