This case involves an interpretation of Amendment 17 to the Arkansas Constitution which vests in the electors the power to authorize the construction of a county courthouse, jail or hospital. The Chancery Court enjoined the appellants, the County Judge and Quorum Court of Washington County, from entering into any contract or purchasing any land to be used to construct a county jail until the construction of the jail is approved by the voters.
