The State Superintendent of Public Instruction appeals a writ of mandamus ordering him to pay Ocosta School District $115,469.97 as part of Ocosta's 1979-80 allocation of state basic education funds. Ocosta received an equivalent amount in September 1979 from Grays Harbor County as its share of proceeds of a timber sale from a county-owned tax title parcel.
