For some time prior to February 22, 1982, an adult crossing guard had been provided by the Tifton Police Department to patrol a crosswalk located on 20th Street in Tifton, Georgia. This crosswalk connected the campus of Northside Elementary School with Prince Avenue by crossing 20th Street, a four-lane roadway.
