On March 2, 1984, a petition containing 643 signatures was filed with respondent City Clerk of the City of Ogdensburg, pursuant to section 24 of the Municipal Home Rule Law, requesting that a previously enacted local law raising the salaries of the Ogdensburg Mayor and City Council be submitted to a permissive local referendum.
