Brinks, Inc. (Brinks) appeals from the Minnesota Public Utilities Commission's (Commission's) final order granting Rochester Armored Car Company's application for irregular route common carrier authority and from the Commission's order denying Brinks' petition for reconsideration. Brinks claims that the Commission did not have jurisdiction to decide this matter, that the Commission's decision to grant Rochester Armored Car's petition...
