In March 1977 an unknown assailant shot Steven Cooper and a fellow inmate at Lorton Reformatory. Cooper filed suit against the District of Columbia, seeking damages for its alleged negligence and medical malpractice. A jury found for Cooper on the first claim, awarding him $25,000, and for the District on the second. Cooper appealed from the ensuing judgment, contending that the trial court had erroneously limited the jury's consideration of...
