The issue in this case is whether the plaintiff, a nonprobationary employee of the city of Bridgeport, had a right under the city charter or the state or federal constitutions to appeal a layoff for fiscal reasons to the city's civil service commission. The plaintiff sued the city of Bridgeport and two supervisory city employees for a mandatory injunction to compel the defendants to comply with the commission's rulings requiring the plaintiff's reinstatement...
