On October 14, 1982, defendant, Terry Allen, was charged in the circuit court of Peoria County by information with the unlawful restraint and deviate sexual assault of Christine Ray, pursuant to sections 10-3 and 11-3 of the Criminal Code of 1961 (Ill. Rev. Stat. 1981, ch. 38, pars. 10-3, 11-3). On November 5, 1982, the State petitioned to have Allen declared a sexually dangerous...
