Plaintiff filed suit in Saginaw County Circuit Court seeking declaratory relief. Plaintiff asked the trial court to determine which of the defendants was responsible for medical expenses incurred when policemen for the City of Saginaw brought three persons to plaintiff's facility for medical treatment.
