This consolidated case arises from petitioners' conviction of illegally killing and possessing an elk out of season in violation of RCW 77.16.020 and 77.16.030.1 The trial court held that petitioners, members of the Skokomish Indian Tribe, had not adequately met their burden of proving that the game regulations were not "reasonably necessary" to conservation.
