Plaintiffs Lynn Campbell and Lisardo Batan brought this action challenging regulations regarding eligibility for school board membership in a school system for children of members of the armed forces and other federal employees in Puerto Rico. A new regulation, promulgated by the Commander of the Naval Forces in the Caribbean, provides that "[n]o individual related by blood or marriage to an employee of the [school system] may be a candidate...
