Petitioner Garcia Mesa, a native and citizen of Colombia, entered the United States on a two weeks visitor's visa in July, 1974. Ultimately deportation proceedings were commenced, and petitioner conceded deportability. He was granted the privilege of voluntary departure, but failed to depart.
