This case comes before us on a rule to show cause in prohibition under the criteria of Hinkle v. Black, 262 S.E.2d 744 (W.Va.1979). The relator claims that his trial and conviction in the Circuit Court of Mineral County was in violation of the Agreement on Detainers, W.Va.Code 62-14-1 [1971]. Essentially, relator argues that it was improper to try him in West Virginia once he had been returned to Maryland...
