The issue presented herein is whether or not plaintiff's appeal was filed untimely.

This matter involves a suit for declaratory judgment, in which plaintiff, Holyne Newman, seeks the return of certain parcels of land previously transferred to defendant, the Chamber of Commerce of Kentwood.
