Appellant, Monte Carlo, brought this action in Fulton County Superior Court for a declaratory judgment and for an injunction against the Solicitor General of the State Court of Fulton County and the District Attorney of Fulton County. Appellees counterclaimed for the confiscation of appellant's party props. The trial judge, hearing the case without a jury, found for Solicitor Webb and District Attorney Slaton on all counts.
