Appellant Diamond is the Superintendent of Parks of the City of Providence, Rhode Island. Until recently, under applicable law, he has served at the will of the city Board of Park Commissioners. In 1979 the Board suspended him. He sued the Commissioners and other city officials, claiming a violation of constitutionally protected free-speech and due-process rights.
