LYNCH, J.

The plaintiffs challenged an ordinance adopted by the city of Fall River (city) which purports to regulate the conversion of rental apartments to condominium units. A judge of the Superior Court ruled that the ordinance was invalid and granted the plaintiffs' motion for summary judgment. We affirm.

On May 19, 1982, chapter 13A of the Revised Ordinances of the city (ordinance) became effective.
