This appeal concerns the issues of immunity from tort liability and the statute of limitations applicable to a claim of inverse condemnation. John J. Prendergast and his partner, Gordon P. Peyton (hereinafter collectively referred to as Prendergast), own a building located in Alexandria known as the Law Building.
