MEMORANDUM OPINION

MYRON H. THOMPSON, District Judge.

The issue before the court is whether two employees of the City of Montgomery, Alabama were punished and harassed in violation of their constitutionally protected right to freedom of expression. Based upon the evidence presented at a nonjury trial, the court finds that they were, and that they are thus entitled to appropriate relief.
